Thanks to Stephen Downes for pointing to an excellent paper, "Openness in Higher Education: Open Source, Open Standards, Open Access" by Brian Kelly, Scott Wilson and Randy Metcalfe. This paper documents the JISC's long standing engagement with the concept (is this distinct from practice?) of openness. The authors argue that "Experience has made it clear that there is a need to adopt a culture, which is supportive of use of open standards and open source but provides flexibility to cater for the difficulties in achieving this."
Sometimes you have to listen outside to hear what is going on close to home.
